Blue Cross and Blue Shield of Vermont and The Vermont Health Plan transitioned from RESTAT to a new pharmacy benefits manager, Express Scripts, on July 1, 2009. All retail and mail order pharmacy benefits will be processed by Express Scripts from here on forward.

Express Scripts is one of the largest pharmacy benefits managers in the country and maintains a nationwide network of over 59,000 pharmacies. Locally, you can expect the same access to pharmacy services that you enjoyed with RESTAT. Virtually all retail pharmacies in Vermont and border communities participate in the Express Scripts network, including independent pharmacies and major chains like Rite Aid, Kinney Drugs, Hannaford, Shaw’s and Wal-Mart.
Express Scripts operates their own mail order service so members who are using Caremark transitioned to the Express Scripts Home Delivery service on July 1, 2009. “One stop shopping” will make it simpler for you to compare prices offered through retail and mail order. Each member who uses Caremark will receive detailed instructions on ordering refills through the Express Scripts website and customer service center.
Everyone, including spouses and dependents, will receive new ID cards in mid-June that display Express Scripts information.
Our list of preferred brand-name drugs and the medications which are subject to prior approval, step therapy or quantity limits review will not change as a result of this transition. Any prior approvals you’ve secured from our pharmacy management program are still valid, and your calendar-year deductible amounts and prescription history will transfer to Express Scripts automatically.
